Currently away for the weekend so haven't yet gotten chance to play Rooks Koop, but I'm gonna take guess.

Do you have the latest Microsoft Framework installed?

That and the latest DirectX is equally important these days if you want to play the latest games.

If that doesn't work post your PC specs.

I got it working for him over Twitter :)

It was a known UE3 and AMD CPU issue. He sorted it out by changing his overclocking settings. There is also a driver fix you can download which might also sort out the issue.
