Windows 7 Professional 64bit OEM
Latest patches, .NET, everything. I am a developer so it's all the latest.
I install the game, then launch through Steam. Once it launches it goes through a 6 step process to set up all the required items to play. The first seems to be an installer for .NET 4.0 and it says it has detected the same or newer version of .NETT Framework and states this is an error. Windows is then forced into a reboot state with the message "Windows will reboot in less than a minute". That's all, no cancel.
Once it reboots I log back in and the error box for .NET 4.0 pops up again, same message and once it is closed the reboot message reappears and I am forced to reboot once more.
This never stops. I had to do a recovery procedure and roll back a couple of days (no big deal, one update removed). No idea if anyone else has seen this.

I have never seen or heard of this one... it is most worrying.
I'm not sure if the game is running in 64bit when you launch it through steam. You could try manually launching one exe or the other. You'll find the respective UDK.exe file under "\Binaries\Win32" or Win64 respectively.
Try running those manually, and maybe as an admin.
