I seem to have some trouble with the explosion blood and some of the other effects appearing .I cheked everything the blood particles and all the other rest of the blood effects are on.
I've set the effects quality on high and enabled projectors and corronas foliage and the other stuff only the character detail and the textures are set to low . They (the blood effects) don't always apear only the blood pools and gore chunks appear.

Also the barrelflashes ( those cool flames you get when firing a gun) with the minigun disapear after the gun has gained some speed is this normal? I don't seem to have that problem with the other guns.

What are your display settings for UT? Pump them all up to max and see if that fixes anything, just for testing purposes. I noticed that when I lowered my display settings and un-checked a couble boxes, the cadaver drag trails didn't show up, but I don't remember what setting caused that...

The texture details are on low
Character,world,physics details are on high
Dynamic mesh LOD is set on Low
Dynamic lightning coronas projectors foliage are on
Trilinear filtering and decals wheather are of .
Shadows are turned off.
The bloodeffects in the mutator itself are all turned on and the blood stay scale is set on 0.70

I've pumped them up to the max and just got clouds off blood ( still the muzzel flashes seem to disapear after a few rounds with the minigun )

texture details need to be on at least normal you need to enable decals and they need to at least be set on normal or higher projectors and cornas need to be enabled world
detail needs to be on at lest normal or higher illl add stuff to this post if i forgotanything

Trunkmonkey is right to a degree, disabling some graphics settings can cause loss of detail in Bloody Hell.
