it would be a good (If annoying) buissness tactic to make one of them available to either version as a standard unlock, but the other must be purchased. Thousands of fans will buy the second and the company will rake in thousands, perhaps even millions off of a five-dollar download

Soul Calibur is already a game with a lot of success and it will have a lot of buy.

Think, putting in place a service where you can download only a single character for a price imply to pay to install that service + they need to make a slot in the game to make the download aviable.
But, if they keep their separate version, it doesn't cost that much to the company, and there will always be a lot of players who will bought both version.

From another point of view, it's also interesting for them
Actually your system is interesting if you put more than one character on the download and create a marketing strategy around the download of new characters.
Maybe they have studied the market and decided it wouldn't be interesting to make the service aviable (for a price of what ? 1 or 2$ ? 5$ maximum) 'cause not enough players would have the will to download that character especially since it's not a character of the Soul Calibur serie.

Actually, I wouldn't be surprised to see that Yoda / Vader have exactly the same moves, the only thing that would change is the model / anim.
