Hello, I think its possible to make a microstate provided you have money. 3.2 M usd is enough to start one.. not even too much. a couple of people get together and its fine. Programmers and biologists should do this, as biologists/chemists are necessary and for the programmers, learning every other science is just like reading documentation and algorithms. Then later on large governments will spread the word of such microstates wich will have a better modell of education and operation. for the better eductaion model thing need about 200 intellectual workers.. for the basic thing 50 intellectual workers is enough. For money thing.. calculate according to salaries. two sketches.. basic principles of education method and sketch of a microstate. Basicly microstate would use somethin wich is abundant: silicate, carbonate rocks and solar energy near the equator.. likley on the ocean. would do exploratory work as well and would porivde info to other governments in case finding something usefull.
