No

- Quake Live is closed source, and due to the service-based infrastructure it will stay that way
- id Tech 3 doesn't offer support for skeletal formats or networking for them, MD3 is far too limited in function for such a project.
- It's not a very modular engine and it doesn't support mutators. Everything is boiled down to 3 modules - cgame (clientside stuff like hud, effects and entity prediction), game (the game itself, entities, health, rules, weapons) and ui (the menu system). Making a minor change such as adding a weapon would require these recompiled.
- Did you know Quake III Arena released almost 14 years ago? If Runestorm wanted to do BW on it, they would've done so already.

The most possible port would have been to use one of their unreal engine 3 games / mods to do so.
Or make it a commercial FPS and creating the actual BW universe ... I know that it wouldn't be the same, but it would probably have some common points though with the original mod ...

It already exists in retail form, if you can accept Soldier of Fortune 2...

Considering the fact they are doing commercial games; I highly doubt they will port BW to any other game aside of possibly one of theirs.
But well SOF II is indeed quite similar to BW under certain aspects, the gore system, damage location, the fact that weapons can have spacial fires and therefore special functions, the fact you could dual wield different weapons in each hands, some of the weaponry, the details on the weapons like machineguns showing each lasting bullet in the belt when the weapon have only a few rounds, the fact that expanding crosshairs do work the same...

The thing is I believe that if they do a game similar to an enhanced BW they will have probably I believe a good success considering that most of the community who came here I think came for BW in the first place.
