Why not add armour specific items such as...

Helmet: Cuts down damage dealt to the head part of the body by whatever.

Knee & Shin pads: Reduces damage dealt to the leg area.

Fire proof armour: Reduces damage from fire.

Plasma armour: Reduces damage dealt from energy type weapons.

Kevlar vest: Reduce damage from ballistic weapons.

Shield: A shield that blocks projectiles that can be held with a single handed weapon (such as a hand gun or melee weapon). Two types, riot shield and Energy shield (energy reflects energy based weapons but is weaker to ballistic weapons)

There have been suggetions of different armors already yes. No knows any good idea to make it I think,

Yah i have no idea either lol, i've no idea how to make mutators or design weapons i'm just throwing out ideas (since i'm a pretty creative person).

However i am under the impression that weapons have different types of damage, but then again i might be wrong =/ But maybe a way around it is maybe you could add special values (such as a variable number or something) to specific weapons so that when you attack someone with specific armour then the mutator would pick that up and reduce the damage dealt? Like for example you could add a variable caled weapon damage type (0 equals ballistic, 1 equals fire, etc etc) and when you attack someone say with fire retardent armour there would be a check system where the weapon damage variable is compared to an armour variable and if the conditions match then reduce damage by a percentage.

I do know that you can design mutators with a program code (i don't have any sort of program to code the mutators but i have browsed through the files and noticed it seems like C++ {i only know assembly and C}) So adding the suggested variables might be a way around the issue.
